We can confirm that there are serious problems with PSN down today on July 12, 2016. This has been acknowledged by Sony who are now listing red alerts across all services on the official PSN service status checker.
We rarely see this checker list a complete blackout of operations, but that is what is happening right now.
Take a look at the screenshot below which we took at the time of writing, confirming that gaming and social is down, along with other Sony services such as PlayStation Now, PlayStation Music and the PlayStation Store.
This is the first time which we have seen all Sony services down at the same time, without warning so hopefully this is just a false alarm and no hacks are involved.
