iPhone 2G Pay As You Go and Draining Funds

Transferred old phone pay as you go sim card. The cr balance is reducing quickly even though not using internet, texts or making calls. Only using Apps.
When we switch phone off and on again sometimes it increases the bal by £1 or £2 pounds.There seems to be no logic and reason for draining of funds.
