Insignia 7 MB Camera: Over Exposed Pictures

I have new Insignia NS DSC7S09 7MB digital camera sent to me by my son…. from the day I received it, I find that except for some settings, the results show pictures over exposed.. all white. At times it shows good exposure, but with horizontal lines on the photo taken.I have tried all adjustments but no success.
Can I get a feedback on the problem.
I am based in india.. and does insignia have a service center in Delhi?
