93 Nissan Maxima Sxtarting Problem

Hi
I have a 1993 Nissan Maxima and it has an odd starting problem which the dealer cannot figure out.
The problem is that when you go to start the car you have to turn the key to the on position and patiently wait until the check engine light comes on. If the light does not come on the engine turns but does not start but starts immediately when it does come on.
Sometimes it comes on right away and sometimes it takes up to 20 minutes for it to come on.
Any advice would be appreciated.
