As reported from Eurogamer, Sony admits that there was a problem with the original download from the store (£24.99) and they have said they will be issuing replacement codes for all customers who purchased the game before 12pm GMT on 20th November.
The issue originally sparked outrage amongst PSP owners, as when Sony replaced the broken game, the PS store wanted to claim another £24.99 off customers. Least its all sorted now.
