The process involves having two phone lines, one of which is used every day and the other being a spare. When the time comes to upgrade, you simply switch lines and eliminate the costs of upgrading on a single line.
It may prove to be a smart option for those of you who want to get a new iPhone 3G S, but are not willing to pay the heavy costs associated with upgrading.
