Tropical Storm Noel kills more than a dozen in Dominican Republic, Caribbean

Tropical Storm Noel which has been pounding the Caribbean island of Dominican Republic has killed more than a dozen people, as water surged through the streets cutting power on the island to thousands of people. Reuters report that Tropical Storm Noel is now the 14th named storm in the Atlantic season for 2007; the storm has now dumped 10 to 30 inches across the island.
Luis Luna Paulino, the head of the Dominican National Emergency Committee has confirmed that 13 people have now died in the storm. The island in the Caribbean has been battered more by Tropical Storm Noel than they were by Hurricane Dean, which ripped across the Dominican Republic in August.
