Bush cuts numbers of US troops in Iraq. Is this a full retreat for America?

Today it was announced that George Bush has decided to cut the number of troops by 5,700 by December. It was also announced in the television address today that he was also to cut the number of brigades to 15 from a current 20.

This may be influenced by advice given to him to cut 30,000 US troops out of the 169,000 that are there currently. The Whitehouse administration announced that this is not due to a major change in policy, however many will be hesitant to believe this and question the Bush administration.
